Among the long lists, I noticed -

HEFCE, the Research Councils and the Technology Strategy Board are
listed as "Retain - impartial". JISC not mentioned, but it's not
directly a quango of the BIS.

OS and British Library are listed as "Retain - technical".

The Information Commissioners Office is "Retain - impartial".

National Archives is "Still to be decided: Retain, but rationalisation
being considered".
