If this is true, but only 3 % of the rest of Canada is functionally bilingual, isn't this approach kind of labour intensive, slow, and potentially unnecessary? 

Also, since I don't read any french at all,  how will I know which bits to plug into  Google translate?  Do I have to do every single post that lands in my inbox.  

This  does not seem like a practical strategy for getting traction and growing the group in Canada, nor for inviting participation from OKFN in Europe and the US.
