[OKFN-FR] [OKFN-Local-Coord] Civil enforcement of intellectual property rights: EU public consultation

Hi All, 

Thomas from Austria. These EU Consultations are a pain to answer, but as an organization it can be worth stating our position on crucial aspects of EU policy. We'd need a team of OKFN people to properly answer the questionnaire and it only makes sense if we publish our answers before the consultation ends to kick off others to answer as well.
