Yes url encoding is a possibility and yes wikipedia allows this.
However, wikipedia page titles and ckan packages names are rather
different (the package title is the equivalent of the wikipedia page
title).

The package names are intended to be short and simple along the lines
of package names for software (so only alphanumeric, '-', '_' etc) and
will become file names (what is unicode support like for
filenames/paths across platforms?).

Can you live with non-unicode package names for the present (noting
that you can put whatever you wish in the title)? If not we can think
harder about this ...
