[okfn-help] Moved okfn-dashboard repo to github

Hi All,

Following a chat with Friedrich today I have moved the main repo to github:

I've also added domain model overview (tickets which are linked from

Friedrich has kindly offered to do some scraping to get RSS in and
once we've done that have got members info we are away (we are
thinking of using the new webstore to store the sqlite and give us an
API ...)
