I just came across this initiative by the US Geological Survey:

What would be required to do something similar for South Africa?

I need to check who has copyright on the South African topographical 
maps, which I assume are available from the Government Printer. I think 
that the government would therefore hold copyright. Copyright on the 
various geological maps is held by the Council for Geoscience, I 
believe, but I need to check that as well.

(Actually, large-scale geological maps would be even better, but that 
is purely selfishness talking.)
