[Open-access] Wellcome's new Open Access policy very welcome

Craig,

Please add my loud, sustained applause. It's absolutely grotesque that
researchers are accepting Wellcome money and simply not doing what
they undertake to do in return. I delightedly welcome your refusal to
keep feeding them more funding.
