[open-bibliography] Translating Medline XML to RDF

Some writings on the WIP:

This is quite exciting, looking forward to doing some measurements on
how much of which type of information we actually have in
there. Unfortunately I think that the best we will be able to do in
the near term is make dumps available as this really is an enormous
amount of data and we lack the resources to put it, e.g. in a
triplestore.
