[Open-data-census] Getting Sweden up to date in the Open Data Census?

Hi Samuel, Peter, all,

Really good question.

The short answer is that this category is for transactional level data, not
aggregate expenditure or budget data. If that's not available this should
reflect in the score.

EG: If a ministry publish a spreadsheet of expenditures, without specifying
the suppliers/contrators, it is not transactional spending data.

I hope these examples can help provide some context:
- UK is rated 7 out of 7 and has all government transactions available
(above 25k): openspending.org/ukgov-25k-spending

- Greece is rated 6 out of 7: As all transactions are published (though
they miss a bulk download option, currently):
http://diavgeia.gov.gr/en

- Slovenia is rated 5 out of 7: As all transactions are available (though
bulk and the open license is currently un-clarified):
http://supervizor.kpk-rs.si/

- Denmark is rated 3 out of 7: Though some ministries publish transactional
spending data, this is not general policy and is not established as a right
under FOI rules. Thus only transactions are only available on OpenSpending
from some ministries:
http://openspending.org/statens-indkoeb
