[Open-data-census] [CLARIFICATION REQUIRED] Can PSI Licence be considered an "open" license?

Hi Denis,

I've read the 2011 discussion and 2012 skype notes, and agree with the
consensus then that 4.1.4.a makes it not open. Earlier I read that
paragraph to mean something different.

I still have no problem with 4.1.4.b-d and 4.1.4.5 as they are superfluous
and covered by other regulations anyway, and can be therefore ignored by
re-users, afaic. Best to get rid of them though.
