[Open-data-census] Add places -submit datasets to the city census

Hi Christian,

Alicia and I are working on data city census, but we have problems to add
cities..
We need to upload places and then we can submit the datasets for each
spanish cities. How can we do it?

Also, we have the urls of each datasets but where should we put them?
We try to add the dataset of the air quality of Gijon city here:

Finally, about the country codes are ISO codes ES for Spain? or is an
number?
