[Open-data-census] Dilemmas in running a City Census

Thanks for flagging these issues, Silviu. Regarding your first question I
would also be really curious to hear what other Local Census communities
have been doing if/when facing such situations?

As for the number of cities, it's my impression that most other Local
Census admins (correct me if I'm wrong) have started out small and tried to
find local contributors and reviewers in each city when adding it. Once the
Census is started it will inspire more people to get involved to start
working on new cities - and then it grows from there. Of course it's the
old hen and the egg situation, so maybe you would want to consider getting
started with a handful of cities with the core team you have now - to kick
things off - and then using that handful as example when reaching out to
people in other cities to grow the contributor community.
I'm sure there are many other ways to go about it and will leave it to
other folks here on the list to chip in as well :)
