[Open-data-census] Dilemmas in running a City Census

Hi Silviu,

I've started Croatian local census recently (http://hr-city.census.okfn.org/).
Your questions are sound. Maybe these hints will help you decide:

1. Like in your case, in Croatia election results are managed on country
level on central site (www.izbori.hr)
I choose not to list Election Results at local level, since it's already
included and scored on national level in Open Data Index:
https://index.okfn.org/country/overview/Croatia/ >
https://index.okfn.org/country/Croatia/elections
If you (or your group) decide that Local Election results is something
worth scoring, then list it on your local census, and while scoring each
city, point url to exact page where specific city in observed year is
located

2. In Croatia local census we decided to go with 12 largest cities (largest
by number of inhabitants). We decided to go with 18 categories to evaluate
(check and compare categories list also against us-city, de-city, uk-city
and so on). Start small as city list can easily be updated with more cities.
