[Open-data-census] Spanish Translation

Hola Ignacio,

Acá está la traducción de los datasets
<https://docs.google.com/a/codeandomexico.org/spreadsheets/d/1n5WnDKrSwtop7QXwQj7T29-HUwc0ogleqyjiH-fPp1U/edit?usp=sharing>,
el about y el FAQ vienen adjuntos. Los strings están en el transifex pero
yo hice el pull request en github desde el archivo que viene aquí. Lo
puedes usar si tienes una instancia alojada por ustedes.
