[open-data-manual] Eliciting further contributions - any suggestions?

I agree with Antti that technology isn't the issue here.  The need is 
for more good text - wherever it's placed.  I had problems working out 
where to start helping with this: i.e. with knowing which sections 
needed more help, which were essentially complete, whether I could add 
in a new one.  Maybe a little guidance on that - or an email once a week 
with "we need help building out the section on X and can someone 
contribute something on Y" might help.

I dunno.  I want to help, but sometimes we all need our hands holding a 
little.
