Hi folk,

As part of recent work to map out how civil society organisations use
spending data, we are planning to produce a Spending Data Manual.

*A Spending Data Manual *– A wiki-like, community driven manual on
acquiring, working with, publishing and archiving spending data, based on
input and exchanges with CSOs we talk to.This will augment and reference
existing publications from numerous organisations as well as channelling
the results of our research into two areas:

   - A section to help CSO’s clarify their demands towards governments:e.g.
   guidance on open licensing and structured data formats, applicable for
   spending data.
   - A section focused on best practice for CSOs when using and reusing
   spending data: for example collaborative processes such as data-sharing

I am keen to get started on this as soon as possible and am seeking the
wisdom of the list:

   1. Is there scope to integrate this with the Open Data Manual? (e.g. as
   an annex)
   2. Workflows & tools. How was the ODM put together - a sprint, how many
   contributors is a manageable number to work with? Remotely via
   contributions to Github? Possibly a task for the Working Group on spending
   data + Working Group on Open Data in Economics?
   3. Scope, there will clearly be overlap with the main manual and
   material can be recycled. Need to highlight if there are any idiosyncrasies
   for spending data.
   4. What else should go in there? I've been starting to brainstorm things
   that could possibly go in here: http://wdmmg.okfnpad.org/manual
