[Open-education] quick update on OER policy developments in Europe

Hi Marieke,

I did not want to go in this short post into the "MOOCs are not really open education" rant - but this is probably the main fault currently with the general approach of "Opening Up Education". And obviously everyone, seeing the document and the subject, wants to talk about MOOCs.

And I agree there's clear need for awareness raising - it's a pity for instance that the Council did not invite experts to fill this knowledge gap.

As to progress - I think that in the long term it will turn out that the EU is much more progressive than member state governments; and the latter can at some point slow down processes (save for these situations where they don't have control - such as the EU Erasmus+ program) - so more advocacy at national level is very important.
