[Open-education] European Commission adopts draft ET 2020 Joint Report - important EU policies for open-ness

Relevant EU documents are largely ignored by many in the Open Education community, for various reasons including the language and perhaps because OER is not headlined as such. But OER and, more so, Open Educational Practices, are a strong element within these policies. In particular the recent ET2020 draft Joint Report recommends, at a general level:
  a.. (p.5) The digital revolution is boosting demand for digital skills and competences; education and training must address this need, which requires investment in infrastructure, organisational change, digital devices and digital competences of educators, and the creation of digital (and open) educational resources and high quality educational software. Education and training should reap the benefits of new ICT developments and adopt innovative and active pedagogies, based on participatory and project-based methods. Open learning environments can help collaboration between educational sectors including for disadvantaged learners; 
  b.. (p.6) Adequate recognition and validation instruments for digitally acquired knowledge, skills and competences can support the uptake of open and innovative learning practices;

And in more detail later on:
  a.. (p.11)  Boosting availability and quality of open and digital educational resources and pedagogies at all education levels, in cooperation with European open source communities; 
  b.. (p.11)  Fostering transparency, quality assurance, validation and recognition of skills and qualifications, including those acquired through digital, online and open learning and the validation of informal and non-formal learning;

I feel I have written rather a lot - maybe too much? - on such matters over the last few years. So I would welcome a blog posting from some of our EU-aware readers explaining the implications in more detail as they see them.

We could have more than one posting as I very much doubt there will be agreement among our readers on exactly what these policies mean for OER and related open agendas in the European Union countries!
