Perhaps I'm playing the devil's advocate, but please remember that it
is well known that "big players" (like the Rijksmuseum) are much more
likely to adopt open policies than smaller and mid-sized ones, because
they start from a position of privilege, and they have the internal
resources to continue their standard mission and experiment at the
same time.

My suggestion is that:

1) if starting from the bottom didn't help, perhaps you could try from
the the top (e.g. if it is a public institution there must be someone
on a higher rank than the archives director).
2) it would be extremely useful to talk directly to the volunteers and
tell them about approaches different from the one of velehanden.nl

Perhaps we should try to summarise the story and our positions in a
blog post?
