[OpenGLAM] Listing of open access policies - libraries

Here is a library example from the Biodiversity Heritage Library.

The majority of our content files are in the public domain (well over 85%)
so we encourage folks to reuse those.

All of our metadata (bibliographic records, page level metadata, and
scientific names) is available under  CC0 1.0 Universal (CC0 1.0) Public
Domain Dedication license<http://creativecommons.org/publicdomain/zero/1.0/>
