[OpenGLAM] Listing of open access policies

I'd like to have better representation from libraries and archives, since
I'm sure there are some out there. However, one interesting thing I have
noticed when searching for statements from other institutions (and not just
art museums) is that when it comes to libraries, there are many which
embrace the principles of open access scholarly publishing, but they are
not open access, or are unclear, when it comes to their own unique digital
collections.
