[OpenGLAM] Bootstrap a combined OpenGLAM network - revitalise this mailing list

Hi everyone. I'm Matias from Argentina. I was in the summit but couldn't
make it to the OpenGLAM platform session, hope to see the notes soon.
Last year, with some open activists and the local Wikimedia chapter we
organised the first OpenGLAM Argentina meeting

in Buenos Aires, and lots of museums and libraries from the city and also
from other places showed up. It was a pleasant surprise to discover this
level of interest. The involvement of some of the biggest art museums in
the city played an important role in this.
Most of the GLAM organisations that joined us are interested in the
technical aspects and requirements of *opening* a collection. There's a
widespread infrastructure deficit and also lack of certain specific
knowledge regarding the different steps and decisions that are part of what
we try to achieve. I agree that sharing best practices and also identifying
common obstacles and challenges can be a good place to start.
I also strongly agree with Scann's suggestion that OpenGLAM must involve
itself with the general policy discussion on local and global levels.
