just wanted to let you know that the Council of Ministers has adopted
our revisions to the PSI legislation earlier today. All PSI accessible
online or made available pursuant to individiual requests will be
available for re-use free of charge with very limited reuse
conditions.  From a black sheep, we're turning into a PSI front
runner.  Good start of the Polish presidency :)
Here's a rough (Google) translation of the press release:

The Council of Ministers adopted a draft law amending the Law on
Access to Public Information and certain other laws, submitted by
Minister of Interior and Administration.

The primary objective of the amendment is to introduce into national
legislation, the new mode of access to public information and rules
for its re-use that have been laid down in Directive 2003/98/EC.

Since the Act introduces a new chapter on the principles of re-use of
public information, the entire regulation is titled: The Law on Access
to Public Information and its reuse. At the same time in order to
protect public order, and important economic interests of restricted
access to certain public information. It's such a privatization study
commissioned by the Minister of the Treasury for the management of
Treasury assets, including its commercialization and privatization.

By design, information will be available for re-use at online Public
Information Bulletins (BIP) or in a central repository. They will be
available in other ways, such as posting on the website or at the
request of the person concerned, for example, if the information is
not listed in BIP, or in a central repository. The central repository
- this is a new mode of access to public information and its re-use.
Designated public service entities will provide to the repository -
specified by the Prime Minister - information resources. The resource
information is defined as a special kind of public information of
particular importance for the development of innovation and
information society.

As a rule, everyone will have the right to re-use of public
information - without restriction and free of charge. However, if the
preparation of information for re-use will require such additional
costs, you will have to pay for her release.

Rules for re-use of public information can not violate the rights of
access and freedom of its dissemination. Transfer of public
information for the purposes of reuse may not restrict the rights of
other people who will want to use it, unless it is necessary for the
proper performance of public duties. Any information the public is to
be available and re-use of the principles of transparency, non
discrimination and non-exclusive.

The proposed solution should improve the competitiveness of companies
whose business involves the processing of information.

The revised law states that in the years 2012-2021 the maximum limit
of expenditure on the functioning of the central repository will be 23
250 000 zł.

New regulations have come into force after 3 months from the date of
publication in the Official Gazette, with the exception of a central
repository of rules that should apply after 12 months from the date of
publication (in the case of a central repository, it will be necessary
to carry out the work of technical and organizational).
