[open-government] IMPORTANT policy document: Best practices for sharing sensitive environmental geospatial data (Aussi en francais)

This document contains decision making criteria for public officials about
how data access decisions are to be made and how decisions should be made
available to the public.  It reviews international best practices and
guides as well as guides in Canada.

Geospatial data types covered are primarily environmental, but information
about archeological, cultural, infrastructural, security data is also
provided.  Access decision making trees are something we may want to
consider asking open data cities, provinces and the Feds to disclose,
and/or develop.
