[Open-Legislation] Belgian initiative BeLaws

That seems a good idea. Never worked with okfn annotator but surely there's
no better time than now.
My project will still have to endure a couple months of heavy work until I
have something to show, "dummy-style", but trying to join all this efforts
would be a good idea.
I saw some talking of metalex http://www.metalex.eu/ -> Open XML Interchange
Format for Legal and Legislative Resources
I guess this could be a good option, but I haven't worked with it still.
