Good idea. But I suspect the best strategy would be to create an
independent and possibly parallel Open Data Week. I think it could be a
real bottom-up (unlike OA which is top-down). Since a lot of Open Data has
already been bottom-up I think we could get a lot of concerted support from
the current active people (which includes research organizations and
funders).
