If you mean PubCrawler it's a per-publisher template/heuristic. Because
publishers use the same template over many journals it's worthwhile to work
out templates. I don't think you could use machine-learning very easily.
Some publishers are very difficult as they have javascript popups etc. many
publisher site are full of advertising junk and it's hard for a human to
find the table of contents.
