[open-science] OKCon 2013 Open Science Proposals

Hi Rayna and Stefan,

Great to see this initiative. My name is Joris Pekel and I coordinate the
different Working Groups at the Open Knowledge Foundation. I think I might
be able to help you out with some of the logistics. Is it just about
getting a room? Or a bit more?
