[open-science] How do you evaluate Open Access Journals?

This tool seems to "evaluate" journals: http://miar.ub.edu/ . Is this
roughly the sort of thing you meant?
There have also been attempts to evaluate the *openness* of journals (none
of which I have to hand, sorry! - perhaps the open-access list you cc-ed
can help more).
