[wdmmg-dev] OpenSpending Developer Meeting - Monday 12pm UTC

Can I suggest we move these to 3pm UTC (4pm UK BST, 5pm CET, 12pm EST)
as that is a nicer time for people :-)

I also wonder if we should initiate daily 15m 'standups' where people
can report what they've been doing and ask for help if needed.
