[openspending-dev] TreeMap subsets

In some cases, the TreeMap visualizations contain a large number of items
and it is practically impossible to analyze the ones represented by the
smallest rectangles.
As a user, I would appreciate having an opportunity to select subsets of
items, for example in a way similar to that shown in the attached picture.
