[openspending-dev] CAP and fisheries data

In terms of download any way we could partition the data and push to s3 (
data.openspending.org/datasets/farmsubsidy seems the natural location).

Partitioning may not be necessary but it has the attraction that we don't
have to replace the one big file each time there are updates ...
