[openspending-dev] Expect service disruption on openspending.org

Hi and sorry for the cross post but this is important.

We're about to update the configurations for the servers serving
http://openspending.org/

This will cause the site to go down and back up a few times while we
restart our server software after updating configurations.

Sorry for the inconvenience.
