Yes, it would be messy. There are at least 5 situations that arise in the 
CRA:

1. Function is top level COFOG e.g. 01 General Public Services, and the
     sub-function is the next level of COFOG e.g. 01.1 Executive and
     legislative organs, financial and fiscal affairs, external affairs.

2. Function begins with 'of which ...' which is a
     government defined category from PESA table 5.2 and the sub-function
     is a sub-function of COFOG e.g. 0l.1 as shown in point 1 above.

3. The Function is top level COFOG e.g. 01 General Public Services, and
     the sub-function begins with 'of which ...' which is a government
     defined category from PESA table 5.2

4. The function begins with an 'of which: ...' which is a
     government defined category from PESA table 5.2 and the sub-function
     also begins with an 'of which: ...'. This is seen, for example, in:

Department: Department for Business, Enterprise and Regulatory Reform
Function: of which: agriculture, fisheries and forestry
Sub-function: of which: other agriculture, food and fisheries policy
Program Object Group: P25 S040712 Trawlermen Compensation Scheme

I think, in fact, this function should be COFOG function 4.2 and then the
sub-function is the 'of which: other agriculture, food and fisheries 
policy' that comes under it in table 5.2 in PESA.

5. The Function is Unallocated and the Sub-function is Departmental 
unallocated provision.
