[OpenSpending-discuss] csv download

Hi,

I cannot find where to report bugs (and not sure if it is really a bug 
or a feature):
Let's have, for example:
http://openspending.org/de-parties?_view=default&_time=2009

There are icons 'JSON' and 'CSV', which (at least the latter) I expect 
to lead me to the download of the raw data (to use in spreadsheet, 
etc.). But
http://openspending.org/de-parties.csv
have only two lines with very basic info about the dataset.
