Hi Michal,

you're right - I'm not sure why there is a CSV option for the
metadata, it seems a bit silly. The real download is on the search
page, where you'll find a second set of buttons:
http://openspending.org/de-parties/entries.csv

Regarding bugs, try: https://github.com/okfn/openspending/issues

Please let me know if this does not work.
