[pd-discuss] Canada PD calculation code

Hi all,

I'm working with Rufus on work related to the EU PD project and
thought I'd drop you a line to say hello and about what I'm working on
at the moment.

I've just started some work implementing the PD calculators in code,
starting with Canada's rules. It's based on Andy Kaplan-Myrth's flow
chart described here:

At the moment the code is limited mainly to the main cases, but it's a
good start - do take a look.
