[SecretContracts] identifying contracts to open, pushing at half open doors

Agree very much with James here, this is a great idea and would be a very
concrete way to shape the campaign. And if successful (opening 3
high-profile contracts), it could inspire self-driven engagement on a local
level across the globe - creating the kind of inertia we're looking to
inspire.
