[SecretContracts] identifying contracts to open, pushing at half open doors

No, actually inertia - by which I mean we want people to pick this up and
run with it rather than us having to lead. The campaign is interesting, but
will end at some point. By then built up inertia will (hopefully) keep the
efforts going.
