Spectrum effieciency is no straightforward matter. There are some technical
issues - eg tropospheric ducting. A contact explains thus:
While the propagation at 700 MHz is indeed better than the other unlicensed
bands, this effect tends to be a curse as it is too good. When
tropospheric ducting occurs (aka skip), as it does fairly often, then you
can have signals from very remote locations appear to be local and the
resultant interference mess will be hard to deal with even with a cognitive
radio.
