Even if other countries chose not to implement the same rules, due to the sheer size of the markets (US + EU) manufacturers would have to implement this everywhere, as country specific modifications do not scale.
Now, they can produce a device once and the regdomain is set to US, EU, etc.
This does not only affect the US or Europe, but anyone who wants to use alternative firmware, worldwide.
The intention of this proposed rulemaking is unclear to me, and I think it would be ineffective. Security measures have been broken in the past. This change would just add uncertainty and increase device cost.
