[od-discuss] Is the UK Open Parliament License conformant with the Open Definition?

Do Advisory Council members think the UK Open Parliament License is
conformant with the Open Definition?

If there is consensus that it is, then perhaps we could add it to the
conformant licenses page under "Conformant Non-reusable Licenses"?
