I agree.  The exemption definitely "makes uncertain" the permissions
granted.  Not only does it problematically force users to refer to a
very complicated piece of legislation, but even if users do that, they
can still be left uncertain as to whether or not the permissions are
granted.  Many of the FIPPA exceptions are qualified in that a
department head "may" refuse to disclose, so whether the license
actually applies depends on the whim of a public official.

Yet others exceptions are highly subjective and open to interpretation,
such as whether the data could harm relations between the government and
other agencies; or even whether the data could harm the business
interests of any third party.
