Jo

Many thanks. I had a brief word with Carol Tullo in the margins of the Transparency Board yesterday.

I think that your suggestion is very helpful for the multiple attribution case, and would I hope solve (at least as far as OGL-licensed material) the problem that Paul Norman mentioned with Open Street Map [1]. This is particularly important because the Ordnance Survey told the Transparency Board yesterday that UK mapping open data (OS Open Data) would soon be licensed under the OGL (rather than the OGL-like licence they have at the moment).

However it still raises the possibility that the attribution statement from a sole information provider would be too burdensome, and the first paragraph of the “You must” section explicitly says that the attribution statement must be *included*. It is not clear that a link would satisfy this.

By contrast Creative Commons Attribution 4.0 goes on to say, even in the single information provider case, (Section 3(a)(2)) “It may be reasonable to satisfy the conditions by providing a URI or hyperlink to a resource that includes the required information.” [2]

In my view it would be helpful if the first paragraph could read:

“… by including or linking to any attribution statement specified by the Information Provider(s)”

It would be prudent also to keep your suggestion as well in the licence.

Regards

Andrew

Further to my email earlier in the week, after further internal discussions relating to the attribution stacking question, we are proposing to add the following in to the attribution requirement section of the OGLv3.0 in order to address the "onerous" point raised earlier:

If you are using Information from several Information Providers and listing multiple attributions is not practical in your product or application, you may include a URI or hyperlink to a resource that contains the required attribution statements.

I've updated the licence at https://docs.google.com/document/d/1C3jPK5U61GU6hMmrEQHJ-TuC8MVPn8ngodlexlQsuRk/edit?usp=sharing

I look forward to hearing from you all.

Jo
