Dear Mr. Simpson

I am contacting you today on behalf of the Open Definition Advisory
Council, regarding a request we received on November 4, 2013 to review the
Open Government License - Surrey version 1.0 for conformance to the Open
Definition <http://opendefinition.org/>.

We feel that the license cannot be considered conformant with the Open
Definition.

Please find attached a letter which explains this decision and the
recommendations of the Open Definition Advisory Council should you wish to use
a conformant license.
