[od-discuss] Are API-keys OD comp

If authentication is required to gain access to the data then the data is
not open because authentication is not one of the acceptable conditions
listed in section 2.2 of the definition.

If the data is also available as a database dump, then it's the database
dump that might be open, but that is independent of the API.
