[ok-scotland] Open Licensing at the National Library of Scotland

Hi Fred! This is a great development. For my part, since about one
five-millionth of the NLS belongs to me, I think we should not, as a
matter of public policy, claim intellectual property rights in these
photographs even though it might be possible in UK law. Scotland has a
lot more to gain from people using these fruits of public labour with
a camera than it does by hampering them.
