[okfn-help] Opening XLS file of emissions data sources?

I've attached an XLS file of emissions data sources to:

  http://wiki.okfn.org/OpenEnvironmentalData#Todo

Unfortunately I'm unable to open it - either in Open Office or in Google Docs.

Can anyone else open it? If so it would be great to put contents in a
Google Doc, or to re-upload the file in a different format!
