[okfn-help] okfn.org 403

I've seen this intermittently and think its related to DB connections
not being properly closed by AnnotateIt.

I have no spare cycles to look at this right now but it's on the OKFN
Heroku account and there is ample documentation for Heroku (including
on how to get logs) available online.
