Jason, I take it back, on re-reading your email I think you're right.

The question of "the data" is interesting though. Rufus' point about
whether they know what data they hold is important but there might
another, weaker question - i.e. is there any data on their website,
whether they can provide a list or not. I think that much of the
population and many in government have no idea what data is. Asking
for a list of available datasets might not give satisfactory results.
Simply looking to see if any data is published might be an indication
that they have (and maintain) at least one public dataset. I would
count that as a great start.

If that's not available, perhaps a fallback is to decide on a dataset
that that department *should* make available. Perhaps that's a little
unfair but we need to start somewhere.
